CITY OF RALEIGH Street Projects Engineer in Raleigh, North Carolina

The Transportation Department - Maintenance Division provides services and oversight for streets, sidewalks, right of way operations, infrastructure inspections and services, stormwater maintenance, asphalt and concrete maintenance, special operations, downtown operations, snow and ice removal, storm cleanup and other function areas as assigned.

The position of Street Projects Engineer will be staffed to the Street Maintenance Division of the Transportation Department and will provide engineering support, inspection and professional civil engineering for the Transportation Department and its various divisions along with providing technical guidance and expertise to other City departments in matters concerning transportation maintenance, construction, and asset management. This class is the sixth level in a ten level engineering series devoted to providing paraprofessional engineering support, inspection and professional engineering services for a wide variety of public works projects.

This position will serve as a Project Engineer for Street Maintenance contract work. This position will utilize the data generated by the Citys asset management software for project selection.

Projects include, but are not limited to:

  • Pavement Resurfacing and Rehabilitation
  • Pavement Preservation to include microsurfacing, slurry sealing, and rejuvenation
  • Sidewalk repair, replacement, installation and curb ramp upgrades.
  • Other specialty projects as assigned.

The ideal candidate will have experience preparing estimates, creating contract documents and performing contract administration. This position will function as the primary contract writer for the Street Maintenance Division and will work directly with GIS and Data staff along with the division procurement analyst to draft and revise contracts for approval by the Senior Project Manager or Division Manager.

Knowledge of asphalt paving, pavement preservation techniques, sidewalk preservation, concrete design, and ADA/PROWAG guidelines are preferred.

This position will provide engineering support for projects to ensure compliance with code, specifications and standards. Provides project management, coordination and oversight, assists with project design, scope and budget, reviews and evaluates project progress and status, arranges project update meetings and processes pay requests.

Responds to inquiries and issues, provides troubleshooting, conducts site visits and inspections, researches and investigates issues, recommends and implements solutions.

In addition, this position will maintain project documentation, databases, records and reports. Attends meetings with Council, staff and projects stakeholders, facilitates presentations at public meetings, prepares agenda items, presentations and meeting materials. Monitors contract for budget compliance, assists with bid administration and project closeout.

Duties and Responsibilities
  • Provides engineering and design work and coordinates engineering support and project activities; reviews plans, design and project work to ensure compliance with applicable code, specifications, requirements, regulations and standards.
  • Provides project management, coordination and oversight; develops design scope and associated budget; reviews and evaluates project progress and status; arranges review meetings.
  • Responds to inquiries and issues; provides troubleshooting; conducts site visits and inspections; performs facility/equipment assessments; researches, investigates, analyzes and identifies issues; recommends and implements solutions.
  • Prepares and/or reviews plans, contracts, change orders, resource estimates, bid documents, proposal requests, project closeout documentation and various reports.
  • Monitors and administers projects and contracts for scope, fee, and budget compliance; assists with bid administration processes; processes pay requests; participates in contractor selection pro ess.
  • Attends meetings with technical review and advisory committees, Council, staff, developers, engineers and other project stakeholders; facilitates and presents at public meetings; prepares agenda items, presentations and meeting materials; provides updates and status reporting.
  • Maintains project/program documentation, standards documentation, databases, files, records and reports.
  • Supervises assigned direct reports and/or indirect reports including assigning training, implementing hiring, discipline, and termination, conducting performance evaluations, coaching, monitoring work assignments and task completion.
  • Performs other duties of a similar nature and level as assigned.
Typical Qualifications

Education and Experience: Bachelors Degree in engineering or directly related field.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:

  • Valid North Carolina Class C Drivers License with a satisfactory driving record, or the ability to obtain within 60 days of hire
