Description of Job

About the Work Unit

The Project Manager works in the Planning & Environmental Unit of the Colorado Department of Transportation's (CDOT's) Region 3 in Grand Junction, CO. The Unit plans and develops a comprehensive program of projects within the geographic boundaries of CDOT Region 3. The Unit ensures that the following are met: CDOT's Project Priority Programming Process, the National Environmental Act of 1969 (NEPA), the policies of the Federal Highway Administration (FHWA), and state/local laws and regulations relative to planning, development, and clearance of projects. The Unit serves as the Region 3 lead in local agency, transit, planning and environmental program and must maintain adequate technical knowledge in these areas to assure timely, complete and accurate development of the Statewide Transportation Plan (20 Year Plan), the Statewide Transportation Improvement Program (STIP) and environmental permits, impacts, mitigation plans and clearances.

About the Position

The Project Manager will support the Region 3 Local Agency (LA) Program design and construction team in the oversight of State and Federal Highway Administration (FHWA) -funded transportation projects administered by local entities. This requires coordinating with specialists from other branches within CDOT, Local Governmental Agencies, consultants, and other governmental organizations. This position will be responsible for overseeing the satisfactory completion of Local Agency transportation projects for the Region through design and/or construction. The position is responsible for providing oversight and guidance to Local partners for each individual project.

This position administers the required Intergovernmental Agreements (IGA’s) to ensure that all State and Federal procedures and requirements are followed and met. The Project Manager is one of the Region 3 many resources responsible for managing the preparation of agreements for Local Agency Program projects by directly requesting, analyzing, and reviewing contract documents or monitoring the work of others performing these tasks. This position acts as a professional resource for questions regarding rules, regulations, policies, and procedures for Local Agency projects within the Region and serves as a resource for similar positions within CDOT and as a resource for inquiries from other States.

Your duties and responsibilities will include, but are not limited to, the following:

Pre-construction Project Management

  • Establishes contractual and project responsibilities with local governmental entities; prepares and submits necessary documentation to the CDOT Agreements section for contract preparation and develops schedules and budgets while working directly with the Local Agency to ensure timely delivery of projects.

  • Provides project oversight as per the Federal Highway Administration (FHWA) and CDOT Stewardship Agreements.

  • Ensures that all State and/or Federal rules and regulations are met on projects through the design phase of the projects.

  • Works in direct coordination with multiple CDOT departments, local governmental agencies, and/or consultants to complete the design of the project from the initial scope through final design/advertisement.

  • Serves as the CDOT Project Manager on grants such as the Transportation Alternatives Program (TAP), Federal Earmarks, Safe Routes to School (SRTS), Bridge Off-System, Multimodal Options Fund (MMOF), and Revitalizing Main Street Grant Projects in Region 3.

  • Reviews bid plans and project specifications for completeness and accuracy and compliance with CDOT and FHWA design and construction standards.

  • Regularly facilitates resolution of complex Right-of-Way, Utility and Environmental issues associated with projects in coordination with CDOT Specialty Unit managers and project stakeholders.

  • Utilizes various computer programs such as SAP, ProjectWise, Bluebeam, PM Web, and MS Office Suite programs.

Construction Oversight/Management

  • Monitors and certifies Local Agency processes to ensure that contractors’ work conforms with the construction plans, specifications, and applicable policies and procedures.

  • Collects required docoumentation from Local Agency and/or Contractor to ensure that all State and/or Federal rules and regulations are met on projects through the construction phase of projects and provides guidance for changes as needed.

  • Periodically inspects the contractors’ work procedures by performing random field visits.

  • Inspects all new ADA ramps to be constructed in CDOT ROW for compliance with CDOT ADA ramp standard drawings. Record ADA as-constructed information in CDOT software (i.e. Survey 123) as necessary. Inspect and record other construction items as assigned.

  • Attends project final walk-through meetings.

  • Reviews traffic control setup on projects for compliance with approved Methods of Handling Traffic (MHT's).

  • Ensures accurate payment for contract construction work by verifying pay quantities, project activities, conditions, and resolutions to problems and situations.

  • Utilizes various computer programs such as SAP, PM Web, ProjectWise, B2GNow, LPC Tracker, and MS Office Suite programs.

Documentation

  • Performs regular audits of the Local Agency project documentation to ensure compliance with CDOT requirements.

  • Verifies that all measured pay items were paid accurately. Confirms that all test results comply with specifications and if not, confirms appropriate price reductions or other mitigating measures were completed.

  • Reviews Local Agency interim and final reimbursement requests for accuracy, completeness, and compliance with the IGA. Ensures all required documentation associated with each reimbursement request has been submitted and accepted.

  • Confirms the Local Agency has completed all final documentaion necessary to close-out the project.

Work Environment

  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.

  • Daytime travel during business hours to various project sites for pre-construction activities, to provide construction oversight and attend meetings.

  • Occasional overnight travel to attend meetings, conferences, trainings.

  • Exposure to hot, cold, wet, humid, or windy conditions caused by the weather. Exposure to nonweather-related hot and cold temperatures.

  • Exert up to 50 lbs. of force occasional­ly, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force regularly to move objects.

Minimum Qualifications

  • Four (4) years of professional work experience in Project Management, Construction Management, Transportation Management, Engineering, Transportation Planning or a field closely related to the Major Job Duties.

  • AND at least three (3) years of full-time professional work experience in comprehensive project management.

OR

  • A bachelor's degree from an accredited college or university in Project Management, Construction Management, Transportation Management, Engineering, Transportation Planning or a field closely related to the major responsibilities of this position.

  • AND at least three years of full-time professional work experience in comprehensive project management.

OR

  • A Master's degree from an accredited college or university in Project Management, Construction Management, Transportation Management, Engineering, Transportation Planning or a field closely related to the major responsibilities of this position.

  • AND at least (1) year of full-time professional work experience in comprehensive project management.

    Substitutions:

  • Graduate coursework beyond a Master's Degree or a doctorate degree in one of the fields of study listed above will substitute for the experience and Master's degree on a year for year basis.
