The Cigna Group U.S. Employer Portfolio Leader - Hybrid - Cigna Healthcare in Bloomfield, Connecticut

Portfolio Management is a way to bridge the gap between strategy and implementation. The U.S. Employer Portfolio Leader will be responsible for supporting the development of business strategy, priorities and goals; leading and managing the U.S. Employer portfolio to align on the delivery of strategic and foundational capabilities. The U.S. Employer Portfolio Leader will consider every program/project, across all Lines of Business (listed below), and its potential to achieve business value. This leader is responsible for representing U.S. Employer Portfolio in the portfolio submission and management process, including intake, business case refinement/validation, and prioritization of U.S. Employer portfolio submissions to the U.S. Employer Office and Enterprise Portfolio. Additionally, the U.S. Employer Portfolio Leader will be responsible for engaging with multiple stakeholders to plan and deliver strategic cross-functional initiatives. This role serves as the voice of program/project status, delivery and dependency management, project spend, and value captured. The ideal candidate will not only manage business processes, but also actively influence strategic intent. The successful candidate for this role will be a self-starter, intellectually curious and bring the ability to transform various developments and actions into a synthesized set of business updates and strategies for a senior executive-level audience. This role is responsible for leading the teams that provide Annual Strategic Planning for the U.S Employer Portfolio, Governance and Communication for the health of the U.S. Employer Portfolio, Portfolio Management and Strategy Execution, Cigna HealthCare Portfolio Intake, and Exception Review Committee (ERC) facilitation.

RESPONSIBILITIES:

Annual Strategic Planning

  • Manages the team responsible for U.S. ER Portfolio Annual Planning

  • Serves as a critical business partner and advisor to the U.S. Employer Office working in close partnership with U.S. Employer Strategy, Technology, Finance, and Affordability Measurement Office (AMO).

  • Acts as a connector across all U.S. Employer Lines of Business up to US Employer Office to ensure business initiatives are prioritized, addressed and escalated appropriately, provide strategic guidance and counsel on organizational imperatives, align the leadership team, and drive the appropriate flow of decisions and information in furtherance of strategy execution.

  • Aligning first with US Employer Senior Leadership, represents U.S. Employer in any portfolio and prioritization activity including communication.

  • Supports the development of business strategy, priorities and goals.

  • Supports prioritization of the strategic initiatives within U.S. Employer Portfolio across all Lines of Business and the associated capacity planning requirements for the business; also taking into consideration Individual & Family Plans (IFP).

  • Collaborates with technology and business to create/evolve/maintain intake and prioritization of portfolio and business funded initiatives. This includes collaboration with various Strategic Priority Owners and Portfolio Program Managers across the Enterprise.

  • In partnership with the Enterprise Portfolio Finance and Finance Leads to ensure utilization of our business case methodology that ensures prioritization of investments required to deliver greatest business value/ROI and/or ensure compliance and legal requirements are met

  • Represents U.S. Employer in the Enterprise portfolio process; developing, submitting and presenting portfolio required business cases and investment requests.

  • Owns coordination/curation of U.S. Employer portfolio management process and is responsible for ongoing implementation, adherence, revisions, etc. Oversees team meetings, strategic areas of focus across the team and governance for U.S. Employer Portfolio in partnership with Leadership and inline with the goals of the U.S. Employer Office. Continuously improve management practices to enable communication, collaboration and shared accountability for success.

  • Perform retrospectives/lessons Leaned to continually look for process improvement and implement.

  • Own all leadership and cross-functional forums for U.S. Employer Portfolio – forum/meeting management, including agenda setting, creating content, facilitation, and action item resolution.

  • Partners very closely with U.S. Employer leadership and the Communications team on overall communication strategy related to the U.S. Employer Portfolio status. Assists in the content creation for key communication materials to be used internally and externally. Support the development of executive audience materials as required, leveraging SMEs and Communication partners.

Portfolio Management & Strategy Execution Governance

  • Manages the team responsible for U.S. ER Portfolio Management and Strategy Execution Health and Governance.

  • Drives and is accountable for the health of execution of annual U.S. Employer strategic roadmap, project efforts, and major initiatives; portfolio and business funded.

  • Collaborates with IT and the business to oversee delivery execution of portfolio and business funded initiatives. This includes collaboration with various Strategic Priority Owners and Portfolio Program managers across the Enterprise.

  • Responsible for reporting out on delivery execution health, portfolio spend, and value capture across all U.S. Employer Lines of Business.

  • Provide thought leadership to Business Leads as it relates to translating future state vision into near-, mid-, and long-term work efforts needed to achieve expected outcomes (Minimum Viable Product (MVP) and Capabilities Summary)

  • Partner with the Delivery teams to ensure alignment to the U.S. Employer management process (i.e. support business reviews), strategy development / translation process, and portfolio management process.

Cigna Healthcare Portfolio Intake

  • Manages the team responsible for Cigna Healthcare Portfolio Intake

  • Oversees the management of the project portfolio which includes intaking, evaluating, and approving or rejecting project and program ideas across Cigna Healthcare (U.S. Employer, Government (Medicare and Individual & Family Plans (IFP)) and International Markets).

  • Manage process for strategic portfolio requests and business-funded requests, and evaluate request value, and impact to make recommendations for investment and prioritization.

  • Coordinate with estimation leads to bring requests through for impact/feasibility assessments.

Exception Review Committee (ERC)

  • Responsible for quarterbacking any ERC request that have Technology and Business impact and delivering the technical/Business solution proposal to client account team.

  • Leads the estimation and final packaging of off-cycle requests by collaborating with Enterprise Architecture to confirm required documentation is complete, impacted teams are identified and then coordinates one or more impact and feasibility assessments working across all impacted teams.

  • A client proposal is prepared, inclusive of current capacity, multi-year costs, warranty support, etc., and then delivered to the ERC account team to be shared with the client.

  • Support the financing approval and negotiation process.

  • If funded/approved (client contract – cost/timing), then monitors across impacted teams to deliver the solution.

QUALIFICATIONS:

  • Bachelor’s degree and 10 + years of related work experience required; prior experience leading management processes for a business unit preferred.

  • SAFe Agile Methodology certification in one or more of the following, but not limited to: Leading SAFe, SAFe Scrum Master, SAFe Product Owner/Product Manager, or other SAFe certifications is preferred.

  • Experience in health care/managed care required.

  • Ability to advance strong employee engagement and a culture of collaboration and accountability; successful execution of talent attraction, development, motivation and retention efforts.

  • Experience in managing cross-functional, self-directed teams.

  • Expertise in the Cigna organization, business processes and workflows to facilitate execution of initiatives preferred.

  • Demonstrated experience driving results oriented work with demonstrated project management skills.
